I started using an ACV toner on my face a few weeks ago, and I seem to be getting more pimples since starting it than I did before. It could just be the right time of the month or something, but I also thought the ACV might cause it. Is this possible?

It could be your skin purging. Are they little white heads?
ETA: well, you said "a few weeks" usually skin purges after a few days, and stops anywhere from a few days to 2ish weeks. Are you using it stright out of the bottle, or are you diluting it? If not, I would try it diulted to see if that helps.

It's diluted to the same concentration as I use on my hair, which is 1 tbsp to 1 1/2-2 cups of water (I don't measure, I just fill the tupperware container).

I couldn't use ACV on my face either--even diluted. It made my face really red and irritated looking and it caused acne in full force! As soon as I stopped using it and switched to rose or lavender water toners, the problems stopped. I thought it was strange that lots of people were helped by the ACV clearing up their acne, but it would cause it for me! I've just found that even though my skin is acne prone, it's still very sensitive and needs to be treated that way.
I would suggests discontinuing using it for now and trying other things that are naturally toning.
